01Transfer of development rights+
ARCUS has specialised in the transfer of development rights since 1985.
We prepare the complete documentation for issuing transfer certificates for listed properties and properties affected by street plans, owned by individuals and private legal entities such as foundations, associations and monasteries, in Thessaloniki, Athens and across Greece. We responsibly apply the provisions governing development rights transfers and work alongside the Ministry of Environment to preserve our cultural heritage and secure fair and reasonable compensation for owners of listed monuments and buildings who cannot use their development rights as they could with a non-listed property.
Company members ARCUS, Umberto and Antonios Ioakeimidis have participated in several Ministry of Environment committees shaping the final legal and technical framework of Laws 2300/95, 3044/2002 and 4495/2017.
They submitted proposals and views, and voiced the concerns of many owners of listed monuments and buildings.
In 2017, ARCUS, recorded and calculated the total value of active development rights transfer certificates throughout Greece. The information collected by ARCUS, formed a foundation for the structure and operation of the Development Rights and Public Spaces Bank.
Having studied the application of development rights transfers for 32 years, the team at ARCUS, has extensive knowledge of the legal and technical requirements for properties eligible for transfer certificates and is pleased to offer legal, financial and technical guidance to interested parties.
Antonios Ioakeimidis has been a board member of the Panhellenic Association of Owners of Listed Monuments and Buildings since 2017, and its Vice President since 2019.
